In the wake of a new great depression, a unamed country created Dali: a cosmopolitan, futuristic city, intended as a beacon of prosperity and freedom for the world. But, despite it's utopic exterior, the city hides mysteries and horrors beyond human understanding in his dark alleys. One of them is the one known only as The Whisper: a mysterious man gifted with strange powers, that presents itself as a avenger of the mistreated. Those who were victims of various crimes go to him with a promise: That he will give them justice, or revenge. Seeing by some as a hero and by others as a monster, Whisper declares war against Dali's crime world. But who is this man, and what are his plans for the city?
