The law was made to be eye for eye law, that if you killed someone then you would be killed yourself. All thieves were forced to pay four times the value of what was stolen. Repeated theft was punished by the severing of one hand, so you can only steal at the least two times. The lawman gave no heed to due process, and would punish johnny on the spot.
