Markus is 19 in the flashback, about to head off to the Peacemaker Academy; Phelix is 10-11. That summer Markus was more or less in charge of looking after all his siblings + Phelix who came over often to play with Henry.
So Phelix's Grandfather made that tarot deck. The King family is known for being adept artificiers. The deck had been a gift from Phelix's Grandpa to Markus'. It's since become a family heirloom for the eldest child.
