Recruiting awakened magical girls wasn’t a possibility at the moment for Inari. But creating a new magical girl or two was something she might be able to do. The hard part was finding a magical artifact to use. Artifacts were rare and sometimes requires specific circumstances to use. They might need to be charged or to be used in a certain place or at a certain time.
