Salinae is Velinius’s most loyal follower and a true believer. He’s ruthless, cold, and efficient. He’s served as the Saint of Water for over ten years, under Velinius first and later Kanna. When Velinius sent troops out as Legatus, she would dispatch Kanna and Salinae separately, constantly pitting them against each other for her approval and praise. Salinae usually won the day, never failing to do anything necessary to see Velinius’s vision a reality.

Nissa is a young believer, eager to please her Legatus (Velinius). She is serious, stone faced, and has an unbending and unquestionable loyalty. She studied and trained in her homeland of Chromandae, and exemplifies the teachings of her people. They believe power is pure and to be respected, and control is a way of life.

Masao is one of Salinae’s most trusted officers. They share many similarities, such as a ruthless lean, but Masao is by far the most sadistic of the soldiers. He isn't loyal because he believes in a cause. He is loyal because while serving under Velinius, his viciousness is praised.
