In truth Haji Tea would give all the land to big families or other powerful cosmostic tamers for free if they wanted to live and represent the city but no one wanted to live in this city, some even called it cursed city.

"Don't mention it Mr Akash and don't call me sir, we are friends from now on."

"Umm Mr Haji, can you sell the land which is in outer part of city, because i may buy more land in future and i want all of those lands to be connected geographically"

After thinking for a while Haji Tea said
"Ohh i see, Mr Akash how about i give you a proposal"

"What kind of proposal Mr Haji Tea"

"If you help us making Abran city into a 2nd tier city i will give you entire Zone 11 for free too"

"Zone 11!! You mean an entire zone?? Do you have power to give that much land for free?"

"This city has been abandoned, as you see this city was once a 1st tier city and every 1st tier city has 100 zones but after the city's destruction everybody left and all those zones are empty only 10 zones which are now the current inner city is occupied and civilised the remaining 90 zones are in ruins. All the owners of those zones sold their assets and lands and left this city so these lands are worthless biw and nobody would want it, if you are intrested you can have it after helping us reviving the city"

Akash was silent

Haji Tea quickly said
"A zone's area is 10 square miles and in metres it's around 20 million metres"

Akash couldn't believe what he heard he replied
"Mr Haji, i'm getting curious about why are you going through such lengths for a stranger like me"

The guard was about to speak but he was stopped by Haji Tea
"Let me tell him"

Haji Tea looked at Akash Tagar with sorrow eyes
"My ancestors were from this city we were one of the 9 ruling families of this city when Abran was a 1st tier city and was at it's peak but when the beasts attacked almost my entire family was killed with few members left who were ordered to leave the city so that our family can live on. My Great Grandfather who was at Star King stage died fighting the beasts. That beast stride was the strongest beast stride our planet has ever seen. It had 3 beasts of Star Emperor Stage"

Akash didn't know what to say but somehow he understood the pain of Haji Tea because Akash's entire race was also killed.

"After that we shifted in a 2nd tier city but our family declined and every generation of our family could only sing the glory of our past status. When i was born my family saw a hope because i was amongst the geniuses of that city. When i grew old i took an oath to revive this city and migrate our entire family back to Abran and live where our forefather lived. I have been here for 20 years i forsake my own cultivation in order to establish this city and in all those years you are the only one who willingly came here to register as Abran's Cosmostic Tamer"
As Haji Tea said these final words tears fell from his eyes.

Akash came close and hold the hand of Haji Tea
"Don't worry Mr Haji, i understand your pain and burden i will do my best to accomplish your dream"

"A quest has been issued for host. Make Abran city into a 2nd tier city of this planet.

Akash was looking at the screen with his mouth agape he murmured
"Mythic Weapon!! There was no mythic weapon in the entire fairy planet even royal family had few legendary weapons, only superior races can claim they have mythic weapons"

Akash was still holding the hands of Haji Tea he looked at him
"I will accept your proposal Mr Haji Tea"

Haji Tea couldn't control his emotions after hearing that and he broke into tears.
"Than.. thankyou.... Mr Akash"

After some time the 3 of them went to registration office to register and make a profile for Akash Tagar.
"Mr Tea, what kind of title would you take or do you like to postpone this part until you think of a title suitable for your personality?"
The title was necessary for a Cosmostic Tamer because a tamers' life is full of dangers, revealing their real name would risk their entire family. Enemies can take revenge by harming their dear ones and the title will only be checked by Tamers' affiliated city, other cities can check Tamer's profile but his title would be blank it's a secret of a tamer.

After checking the profile Akash Tagar turned towards Haji Tea
"Mr Haji, can you show me the 100 square feet you gave me?"

"Sure, why not. I will give you the land in zone 11 which will be your property as per proposal"

Akash Tagar, Haji Tea and guard came out of the registration office, the guard bid farewel and went to the city gate while the remaining 2 get into a car and went towards the outer city. Zone 11 was the nearest zone to the city.
"This is Zone 11 Mr Akash, you can chose any of the land you find suitable"

Akash looked towards the destroyed buikdings and land and saw a clean land close to the road.
"I will chose this area then"
.
"Alright, you can come to my home to rest till i finish the paper work and get workers to build a house for you there"
.
"Sorry Mr Haji but i will stay here, you can go and finish the paper work i will stay here till then"

"But"
.
"Please Mr Haji Tea, i have my own reasons. Contact me when you are done with papers"

Haji Tea gave a sigh
"Alright i won't force you but my doors are always open to you"

"Sure, good bye"

"Good bye Mr Akash"

As mayor's car left Akash Tagar called system
"System, i have gotten the land"

"The host now owns the land, the building process will start. It will take 1 minute to finish"
A square formation printed on the land and overlaped by space barrier. After 1 minute a small beautifull hut was build on that land. It's door was made of silver.

"What name does host wants to chose for this headquarter, it would also be the name of force the host will build"

After thinking a while Akash said
"Ancestor Law Enforcement"

Soon above the silver door a golden image of Amcestor Turtle was made and below that image was written 'Ancestor Law Enforcement' in gold

"Now that the host has completed the 1st level of headquarters, the host's cosmostic power will reach at Star 1 Stage".
Suddenly Akash Tagar's body was filled with cosmostic powers as if he was exploding from inside, he closed his eyes and calmed himself. When everything went normal he opened his eyes and felt that he has reached at the  Star 1 stage but the power was so pure that it rivals the cosmostic power of Star 2 stage.
The only word came out of Akash's mouth was
"Amazing"

"The host has reached at Star 1 stage and now the system will explain the features of 1st level headquarter. The 1st level of headquater consist two features, 1st is the bedroom of host where the host will live and the 2nd is Cosmostic Nest Well where the host and his subordinates will get cosmostic beasts"

"Do you mean i can get cosmostic beasts from here? I don't have to catch them"

"No, the host has to pay the coins for beasts"

Akash gulped in excitement and opened the door, he saw two rooms he opened one and saw only a single bed in that room the bed was big and stylish and he felt that he could adjust the temperature of this room according to his will. He left that room and entered the 2nd room where there was a huge well and inside thtmat well entire cosmos could be seen.

"Host will get his 1st beast for free according to the creator of this system. Host must place his hands on the walls of well and infuse his cosmostic power"

Akash came closer to the well and felt a tremendous amount of cosmostic power which he felt from The Acestor Turtle, he placed his hands and infused his cosmostic power. All the tiny stars twinkled and formed a whirlpool, a red aura came from the well and soon a cub of panda with small ponytail hair on it's head came out of the nest well.
