The reason why Hayate can't just transfer the money right there was because Japanese bank can be... quite an inconvenience. Even the ATM has working hours despite being a machine; if you do a transaction in certain hours, there will be an extra fee... Mobile banking wasn't that common as well, and most people still uses cash rather than cashless transaction.
But well, Tenma actually doesn't have to ask because Hayate will give his body willingly *cough* (he won't openly admit that of course)
