I think the Guardian powers are a family thing, or rather that a family of caring, loving, worriers would collect more of the same. All that is to say, regardless of him not hearing the people of Ketterbridge, Jamie serendipitously provides its people what they need when they need it, like those two bouquets, and women's studies textbooks, and a supportive ear.
