Perhaps it's just an optimistic mindset that hopes the redhead doesn't mean to bully him. I think it may be a case of him not knowing how to show affection properly and its not being communicated. It seemed like he was trying to pull the attention from the teacher away from him and he just did it in a bad way. Doesn't justify anything but just seems like maybe he doesn't understand what he is doing and doesn't have bad intentions.
