That's something I learned when I was 14 years old and I just wanted to be normal, my power always came back...
The only things that could make the power to (temporally) not work were the following 3:
1.- To be repressed by something else, (like the corporation's special handcuffs).
2.- you not being able to listen your thoughts (as I learned with Haaziq).
3.- Or like... In that moment...Just want it to go away and control the urge to use it until the fight was finished...
