it would still need to dissolve the kinetic energy from the bullet, for that a softer gel would help, or you could create two layers (one hard, one soft) with hexagonal pattern to allow the energy to distribute around the armor, without being to heavy or bulky.
something like that is what's used foe exprossion defusing gear, since beside the fire itself, there's also the problem of the boom, collapsing the lungs.
