Sorry, in which world is it the newborn's fault that the parents pay more attention to the baby than the first child? And to what extent can she be blamed as a small child when she can barely walk and talk?
So the parents neglected their son for at least 3 to 4 years before she was mentally developed enough to consciously bully him.
It was definitely the parents' sole fault for showing her this indifference towards him and not reprimanding her for her behavior right from the beginning!
