The city remains in complete panic and chaos, the helicopter is now on the ground, in flames. Slowly from underneath some rubble, someone emerges, and as a mass of emergency crews and The Mayor and other officials arrive, they realize who it is.

MAYOR DAN LAKE: Tory? ... is that you?

Unfortunately her hearing is temporairly disabled due to the blast. One of Dans assistants approaches and offers to help her out, but he is met with a kick to the groin. Tory slowly stumbles out of the wreckage, her clothes tattered and barely hanging on her body, her hearing gone for the moment, she looks angrily at Dan Lake as she stumbles to the ambulance to be taken away.

MAYOR DAN LAKE: Wait, did she shoot down that helicopter? .... How?

The Mayor and his team all head off, as the city is left to wonder whats next and how to recover from this. There also remain questions about Tory Kelley, and if she did this to herself to garner support from the public.
