"Good morning, Colonel Hutchinson!" A low-ranking soldier greeted him as he entered the room.
A voice coming from inside also welcome him. "You're late, Colonel Hutchinson."
The second one who greeted him was not just an ordinary soldier. He was wearing a uniform very similar to the one that the Colonel was wearing. However, their insignia was a lot different than the Colonel. He has a one-star symbol in his uniform.
"I just have something important to do before going here," Colonel Hutchinson said. "It's none of your business, General Williams."
General Williams just gave him a knowing smile and then brushed his hair aside. He was sitting down alongside the other high-ranking military officers, and among them was a five-star general. The five-star general sitting at the other end of the long table started the meeting.
"Good morning to everyone, we are gathered here today to discuss important matters regarding the most recent attack of the Russian Espers. We have seen how unmeasurably powerful the Red Reaper really was. Many of our Espers died because of that encounter. Luckily, our test subjects were safe and immediately transported to the headquarters."
"Out of the children, do you think we could create a multi-ability Esper as powerful as the Red Reaper of Russia?" one of the other Generals who was present asked
"Of course, we could." General Williams said.
"What if the powerful Espers you tried to create suddenly revolts because of the mistreatment that they were getting? Following how they didn't get recognition for sacrificing their lives for the country." Colonel Hutchinson said.
"Then we will prevent them from doing that." General Williams quickly retaliated.
"How?" The five-star general asked.
"I don't know. I wonder if Colonel Hutchinson has a good suggestion."
"At least give them promotion even if it is only when they die. It will not affect you and your so-called positions," Colonel Hutchinson said.
"What a nice suggestion from a Colonel who said he hated espers but actually cares for them." General Williams kept on teasing Colonel Hutchinson since he arrived.
"Will you shut your mouth, General Williams," the five-star general said.
"Okay, okay. I got it."
"We will promote Esper soldiers like what Colonel Hutchinson suggested but only after they die. Meeting adjourned."

Meanwhile, in the Russian base, a meeting was also held to discuss matters regarding their successful declaration of war with the United States.
General Aria, also known as the Red Reaper of Russia was walking in the hallway. She was going into the meeting room while being accompanied by a much younger female soldier. She looks cute but tends to always with a poker face.
"General Aria, what are you planning to do with the American lady's dead body?"
"It'll serve as a bait, my friend. Preserve her headless body very well. Got that?"
"Yes, General." The female soldier beside her said.
"Very good, Zasha."
As they arrived in front of the meeting room they both stopped.
"Wait for me here. I'll just piss them off inside," Aria said with a grin. She opened the door without touching it. She just used her mind to push the door open.
"Hello, everyone!" she said with both of her arms raised as she enters the room.
With her grand entrance, all of their eyes were focused on her.
"Greetings to you, General Ivanov. I missed you."Aria looked at the handsome General Ivanov who has a white-colored hair and blue eyes whose gaze is as cold as ice.
"I expect some result from you, General," General Ivanov said as he walked towards Aria.
"I successfully killed the supposed to be "failed rat" but unexpectedly wasn't," She said while she caressed the white-haired general's cheek.
"Could you please sit down first?" General Ivanov goes back into his chair but Aria didn't go to hers. She followed General Ivanov and then sat on his lap.
"Stop teasing me, will you?" The General looked very pissed at her. This makes Aria look so satisfied with his reaction. After all, it's her goal to make him pissed from the start.
"Okay, got it, General," Aria said with a sly smile.
"Why did you kill her? If I remember correctly my order was to capture her and bring her here."
"Because like what I have said, she's not a failure after all. "
The meeting continued for hours but it didn't even reach five-minutes when Aria become bored and left the meeting. Along with Zasha, her companion, Aria teleported out of their headquarters.
