If the sister unalived Julius out of jealousy, then it makes total sense why FL would tell him not to get engaged to herself.
As for why she can remember her past lives, I have 2 thoughts.
1st, she has some kind of magical artifact &/or a diety helping her as shown/described in the 1st & 2nd chapters.
2nd, she has severe trauma. Instead of forgetting it, her soul internalized & *hyperfocused* on it for 1000's of years probably due to help from the 1st point (diety/magic artifact).
I've seen this trope and other similar tropes many times. Right now, there are 3 potential outcomes. It might be interesting to see which outcome is end game.
Side Note: Thank you to dramas (such as: "Buffy," "Angel," "Once Upon A Time," "19th Life," "Goblin," "Supernatural," among others), movies (such as Interview with The/A Vampire, The Lake House, and a few others I can't remember the title of), & a variety of manhuwas/manhuas on Tapas, WebToon, & TappyToon, plus other books for helping me understand how she absolutely could remember 1000's of lives.
