August 18th, 2026. Noon in NYC. Inside the hall, the fox stood up, stretching lazily. It looked directly at the alien as she entered, its glowing blue pupils narrowing slightly. The fox said... something in an alien language, its tone almost teasing, at the woman. As the deer followed her, bending its head down to avoid its antlers hitting the door frame. The woman, and deer slowly walked to the center platform in front of the entire room. As the woman spoke lightly to the fox, in their alien language. The fox nodded, and said something else. As the woman's weird... band on her head glowed with blue light as a grid of blue light formed slowly around her. As it flashed like a bootup sequence even with a logo, and words in an alien language. As the fox lifted its paw, and its paw turned to blue energy that touched the band, and then a pop up showed up, and she hit more controls, before a robotic voice came from the band, in english. "New language installed: English" The interface instantly translated itself into english. She pressed a few buttons, as a hotbar from the menu showed up. It was... like having a desktop on your face. An eye even stayed close to it, as she controlled it, and clicked a prompt. As it announced "Enabling live translation. Please simply think of the words you wish to say, and they will be translated. Please note, live translation between the Mult Common language, and the language English, will result in some loss of meaning. However, thanks to cultural data in the model, words will be translated if necessary into multiples." Visuals shown on screen, as we see her scoff, and hit the 'cancel tutorial' button.
She then speaks... well no the device does, but it clearly uses her voice. "Hello humans. I am Evtalo. The UUM representative that was sent to this meeting. While... the being you call the fox, is-" The fox cuts off her speech, saying "I am Talex." She is silent, giving him a bit of a glare for interrupting her. She sighs, and says "Yes, Talax. He is our technical manager. This being here-" she gestures to the deer "-is Atanda Xtor. You will recognize him from our first indirect encounter, with the moon. He is our... guard I guess you could say. Sorry for the wait... Atanda here... got distracted." She gives Atanda the side eye. He scoffs with an animalistic nouse. As a voice... emits from the device on his back. "What of it? It's fun to see these Class-C's stare." Atanda seems... to dislike Atanda, as some of her many eyes give him a death glare. Before she moves on. She moves on saying "Thou to be honest, we do find cinematic introductions to be better to get new civilizations to understand us."
She continues, under the eyes of the UN delegation. On the pedestal in the center, with her 2... companions. It's... so diverse. "First... I will explain the events you saw. First is the Anonymous Lunar event as you call it." She uses her device, as a pop up goes up, and asks in a computer voice "Please choose a range to extend HoloNanite Field." She enters a number, and a blue grid expands to cover the room. Before fading. She then says "The Anonymous Lunar incident as you call it, was when... Atanda here, was chasing down a criminal, as a normal activity for our enforcement, when their Alcubierre bubble snapped, and led them to both end up at your moon. By total accident. He managed to detain the criminal... the blue light, and then, fixed the damage, as is required by law. Thou... in his report he said he may have exposed your civilization to us. So yes... what you saw that day was a battle. The music you heard emit from the criminal, was simply part of his ability, and combat method." As she speaks visuals of the scene from in the air, 3d. One showing some... humanoid holding a cello, glowing with blue waves of energy. "This... is the criminal." She pauses... as she waits for the murmurs to die down.
As she then continues "After the battle... as is protocall to if a civilization notices our presence. We, the UUM as we are known, send a satellite to gather data on the civilization. Then... eventually introduce ourselves to it. As otherwise, the civilizations fear, and awe at our feats, will cause rapid, and... unregulated progress often. To such a degree, they kill themselves with their own efforts. Often through forces they can not control... Talex, give some examples. You know them better. " Talex nods and says "Think about nukes... and then imagine that times 10, as you try to... idk, develop the technology to control black holes? Because you see us use that once. Sure, it's fine if you develop it with none of our input, as you have impulse control as you don't know where a road ends. But... once you do, you try to sprint, and by sprinting... you trip. With powerful technology... That means your civilization dies."
The Secretary-General finally leaned toward her microphone. "This is... a sobering perspective," she said, her voice carefully measured. "But humanity is not a monolith. We have diverse approaches, diverse philosophies. Can you truly say your observations of other civilizations apply universally to ours?"
She says to the Secretary-General "There are exceptions. But just because only 80% of people who catch an illness die, are you going to risk avoiding the cure? You may be fine if we don't intervene. But it's not about being fine... it's about being extraordinary. Without us... most civilizations fall... or stay at specific levels until they fall. However... with us. Civilizations... prosper, as we prevent them from destroying themselves with their mistakes. Imagine how nice it would be, if you did not die from a mistake, just got a bit hurt. A safety net. That is one role the UUM plays."
Evtalo stood silently for a moment, her floating eyes scanning the room. Atanda remained stoic, his antlers catching the light as if to punctuate the weight of the discussion. Talex swished his tail lazily, a faint smirk on his face as he observed the reactions with a knowing air.
Finally, the Secretary-General leaned forward again. Her voice was steady, but there was an edge of defiance. "We appreciate your concern. But if we accept your 'safety net,' what happens to our autonomy? Do we remain architects of our own future, or do we become subjects of yours? Furthermore... what happens to civilizations when they no longer need this safety net."
Evtalo smiles at the Secretary-General. "The UUM... is a collection of civilizations. All... of whom contribute to the greater whole... mixing, and perhaps... even merging when it develops as such to become the UUM. That... is why the 3 beings you see here... are so diverse. When... you develop, we offer you more say in the UUM's politics, and actions. Until... you join us fully. You see us as inhuman... due to lack of perspective. We just... see everyone as beings... with minds... emotions, and goals. Honestly... take a look at your United states... and EU, and you will get an idea of what the UUM is like. The United states... where one state's culture is vastly different from another, yet they all call themselves under one banner, mixed with the EU at its edges, where each country has a say, vote, and is separate. Yet even then... They share citizens so often that active efforts to preserve their culture need to be engaged. Sometimes to limited success. Of course more details on our systems and nature will be revealed as we talk. Furthermore... The analogy I gave was... simplistic at best. In reality... we research sociology like quantum mechanics, and phycology like some computer programing... of course mixed with emotions. So... our system is... much more advanced, and well defined then your own. As with any technology developed, and improved. But... before that... I guess you all have one burning question. What if you don't join." A pause fills the room. As everyone... considers, with pale faces.
The Secretary-General's voice broke the silence. "You've made your case, Evtalo. But humanity is more than its governments or its technologies. We are cultures, histories, and identities. If we join your UUM, can you guarantee those won't be erased? What... does the UUM do to civilizations that don't join them, or accept their support."
Evtalo says "Quite simple... though you will not like what happens when you don't join. The UUM... has a few key principles it follows... to prevent itself from ever... falling apart like your joint efforts do. We treat the UUM structure... not as a part of any one set civilization, but a framework outside of it. A framework that the most influential civilizations must support. Or even they face consequences. However... that does not mean they have no say in how it functions... no, just the system... has an almost living quality that prevents inference from bad actors in how it functions.
This all leads to one thing... in order to survive... the UUM can not allow any civilization it encounters to develop advanced technology without it." She sighs thinking how to explain. "This will sound... extreme to you. It is extreme. A rather controversial part of the UUM. But... it's how it has been." She thinks, and says "When we encounter a civilization, we let it know the stakes. We see no need to lie about this. Civilizations are... inherently unstable, but semi-stable. Lasting for a time, before falling. Our analisis says that your worlds are even approaching such a cliff in the next few years, with major forces. However, regardless of that, if we let you develop, and you're the civilization that successfully develops technology that can threaten us... due to the infinite nature of reality, someone someday will use such on us. Threatening the very stability of the UUM. So while we are no gods, we can certainly control what we can... and we must to some degree. Thou only to what is necessary.
As for where your cultures stand. It's fine. Perfectly so, we operate by progressively introducing a civilization to UUM laws that superseded your own. As you develop, and experience growing pains. Your culture will develop with minimal UUM interference. Diversity is our power, and as such, we nurture it. But we can not have carnivorous plants in our garden can we, so we... prune small aspects, but leave it all alone to yourselves. Even the most advanced civilizations have their own systems of law, currency sometimes, or cultures. Cultures... are not something that ever goes away, they change, abiding by evolutionary laws yes, but... that is all." She... did not speak with malice. They could tell... she believed every word, and considered it... like an uncomfortable truth.
Evtalo's floating eyes scanned the room, observing the shifting expressions and whispered conversations. Atanda remained silent, his presence looking like a reminder of the UUM's power. Talex, still lounging lazily, swishes his tail with amusement, his glowing blue pupils flicking from delegate to delegate.
