The last document they promised us comes in. Titled simply "Requirements for Integration". As they read... It talks greatly about their philosophy on integration first, in more... emotional peace. But... that we mostly know. Then... we move to rules... laws even?

Introduction Team Structure: An introduction team can not have more than 5 key members. While digital beings, or helpers can not be more than 25. This is ignored if it's a more complex situation regarding multiple diverse civilizations already in contact with Class-C classification, and if that is so, refer to document D921AP2. An introduction team must include the following traits. There can be duplicates of these traits, but one being in the team must at least have one trait, and all 4 traits should be present in the team.

- Technical Expert: An individual able to handle any form of advanced, or lower level technologies of a Class-A or below.

- Diplomatic Expert: An individual able to engage seriously in diplomacy, with respect to target civilization systems, while also respecting the UUM's nature.

- Relationship Builder: An individual that will relate with the civilization, fully understand their culture, and immerse themselves within their civilization, culture, humor, and more.

- Interventionist: A warrior able to handle all threats up to Planet-Low on the destructive potential assessment (DPA). With capabilities to handle esoterics. Interventionist duties can be split, based on esoteric, and non-esoteric threats. Or be one.

Introduction Team Equipment, and capabilities: An Introduction team must have a base of operations outside the oversight of the target civilization. It allows for the target civilization to know of your base of operations, but it should be impossible for them, with current technological levels, to threaten, or sky upon. Said base must come with standard M-Wormhole Generators, and connections to the MI, to allow for direct communication. However, the team will be isolated from the wider M-Internet, and only allowed to access key UUM governmental M-Internet sites, and communications. So that the team's source of entertainment, and media is only from the target civilization. If a team member dislikes this, please submit a request to your integration manager to consider removing the limitation.

Knowledge introduction protocol: You are not allowed to introduce to a civilization, any knowledge found to be too advanced by the cultural analysis board. To grantee best results, all integration teams must have a being, or technology capable of scanning, spying, and gathering all information on a target civilization. Regardless of their own cares for privacy, or anything. This data is fed to the cultural analysis board, and for your own use. However, this information will be deleted once this civilization joins the UUM, to prevent any other civilization from knowing more than they share. This information will be held in a quantum-esoteric vault within your base, with only ONE copy in existence. A cultural analysis board member will need to borrow your copy to analyze it, and return you the results. Any organization that wishes to help the integration team, is only allowed to see surface level Class 0 information on the target civilization, given by the integration team.

Intervention Protocol for stage 1: If a civilization is at risk of immediate destruction. Intervene, regardless of anything. Even if your existence, or identity, or nature is exposed. If possible, make your intervention visible, understandable to local populations, and show you are there to help. But prioritize action. if the threat dies down, you may take things less seriously, and do as you wish. As long as you follow the knowledge introduction protocol. It's helpful if you break the mold, and show your lack of care regarding them, and how you just... see this as a job, and or as a moral thing you do for nothing major. Don't look like a hero. Look like a teacher.

Stage 1 behavior, and goals: During stage 1, an integration team's main goal is to get the target civilization, to understand the key points about the UUM.

- We care about you, and respect you as beings.

- We are immensely diverse.

- We face threats that threaten galaxies.

- We don't want you to become a threat.

- We have been around far, far longer than you. We are more moral, and wise.

- We are not perfect, and our systems are beyond yours... we are not perfect. We never will be, and that is ok.

- Integration means lifting yourself up, and becoming your own form of perfection, a diverse form, that helps us, and we help you. Accepting integration, is accepting responsibility. While avoiding it, is being fearful, or destructive.

Beyond these key points, all other intervention is not recommended. Communication is allowed within the limits of the Knowledge introduction protocol. The civilization should feel in control of whether we fix... There are very horrible issues that don't destroy them. As it's true... if they said 'integrate us now', we would accelerate. If they are... unsure. We slow down. If they never agree... They dragged themselves to a cliff. Make sure that if they progress through integration, we will help them. We fix the issues that could destroy them. Solutions to the less existential issues will occur in later stages. Beyond this, feel free to do as you wish. As these laws are just guidelines, and we trust our integration team to know when to bend them. Give them suggestions of what to do, and where to go. It's good for them, your teachers, guides, and eventually... diplomates. Not enforcers, or heroes.

Stage 1 criteria: A target civilization is in stage 1 if all of the following is true. If one criteria becomes false, they enter stage 2.

- The civilization does not fully understand the government structure of the UUM.

- The civilization does not know M-level words, and their nature.

- The civilization does not have Continent-Mid, or higher class technology.

- The civilization does not have a working model of the mind, that is used widely in government structures.

Intervention Protocol for stage 2: Same as stage 1, but with new additions. You can go down to their planet, and set examples. You can clean their planet of improper conduct, or remove aspects you find, limit them, or slow down their progress. Focus on your perception, keep it specific... You are teachers, guides, diplomates, and only... very much rarely, a little bit of a hero. But it's incidental. Feel free to remove crime, or other aspects. But limit your activities to the most major things, even... if it hurts you to see them in pain. We know. If it gets to you, therapist appointments can be scheduled, and will be free thanks to the integration discount. Regardless, you will need to engage deeper in there... horrific elements. As well as engage deeper, more... personally with them. At this stage, other originations can come into the fold easier, and help. You are allowed to give them small parts of UUM technology, specifically Low Civilian P-Class technology, and under. However, they must deconstruct, and understand it themselves. Furthermore, such technology should give examples of the moral dilemmas the UUM deals with daily. Tests, and challenges, with the reward of progress, and punishments, and lessons for failure. Hands on learning. Furthermore, educational opportunities from the UUM can be given with partnerships with M-collages, to the population to a limited degree.

To exit stage 2 and be considered fully integrated, and begin legal representation within the UUM. All of the following conditions must be met. Not one left out.

- The civilization knows the translation, and true meaning behind the 'UUM' name in Multi-Common

- The civilization knows M-level words, and their nature.

- The civilization has an education system that meets UUM conditions.

- The civilization needs to apply a primitive form of the foundational UUM document, 'The Rights of Beings' to their civilization.

After all conditions are met, the integration team, and a UMM M-council member will meet with the target civilization. You will pick who will represent you, and how we will contact you. We will connect you to the M-internet, and M-Hnetwork. Then... trade, and deeper cultural connection will begin. You will join the UUM, be officially called UUM citizens, and members of a M-connected Civilization, at the same time.

The Quiet Protocol : If a target civilization delays integration progress, or does not show technological/social progress for too long. A session with the cultural analysis board, and your integration team, and some integration managers can be called. After which, a break in protocol can be considered, and more... extreme action can be taken. The action is dependent on the decision, but these decisions can range from simply accelerating pressure, to immediate integration.

The Military Protocol: If a target civilization is in the mists of an out-world military threat, or their position is of importance to military strategy, immediate integration will occur.

One person tweated "Whats the DPA mentioned in 'Requirements of Intgreation', and what is High Planet Level?" With Talax responding "The DPA stands for Destructive Potential Assessment. High Planet is the output level of it. The output of the question 'How much could X destroy in one hour', when pushed to absolute limits, and such. IT can be applied to technology, pepole, or civlizations. Its not a real test we do, but a theoretical assessment. So... yeah. Also, High-Planet is insanely impressive for our general population, but in miliary groups, its a not even our superweapons. In our general population, such pepole are often feared, or seen in awe, much to there annoyence, as we teach pepole to treach each other as pepole. Thou most treat them best they can, without care for there power. Here are all the tiers of the DPA up to planet high, go crazy power scaling your anime protagonists. Too be honest, High-Planet is very, very, immensely rare. That deer is a outlier. A much more reasonable integration team has a 'Planet-low' member, with 2-3 much lower level members.

Individual

- Zero: Can barely be a inconvenience to one individual

- Low: Can partly harm one individual

- Medium: Can kill one individual

- High: Can kill many individuals

Building

- Low: Can partly destroy one building

- Medium: Can destroy one building

- High: Can destroy many buildings

City

- Low: Can partly destroy one city

- Medium: Can destroy one city

- High: Can destroy many citys

Country

- Low: Can partly destroy one country

- Medium: Can destroy one country

- High: Can destroy many country

Continent

- Low: Can partly destroy one continent

- Medium: Can destroy one continent

- High: Can destroy many continent

Planet

- Low: Can partly destroy one planet

- Medium: Can destroy one planet

- High: Can destroy many planet

Too be honest, i hope you don't ruin your moral with this. Trust me when i say, any technology can be powerful, and reach such levels."

One person replied "WHAT DO YOU MEAN YOU CAN DESTROY MANY PLANETS! HOW MANY CAN DO THAT???? HOW COMMON IS IT!?", Talax replied "Rare, very rare. But... infinite creates oddities. Given infinite, the right laws of physics, all things will be made. The UUM reaches such... length, and diversity. So you have a individual-low ordering coffee with a Planet-high. That... is what the UUM is designed to manage. You saw the be moon cracked by a criminal, and be repaired by a purple magic deer. Some, rare beings out there... are just that strong."

One scientists replied in horror "You don't understand. To destroy multiple planets in an hour doesn't just mean breaking apart some rock. It means outputting more energy than multiple supernovae—casually. This means Atanda's body is either A) generating and controlling physics-breaking amounts of force with NO waste energy, or B) outright ignoring traditional thermodynamics. And either one of those things means our entire understanding of energy limits is completely broken." Talax replied "Or C) Controlling a 5th force of nature that can convert matter into energy, and use it to convert mass energy into gravity energy, to cause it... to self destruct. Then do that a few times over. Ya know... did you read the document on ender energy?"

Another reply "What... happens to the criminals who misuse this? How do you even control them?" Talax says "Simple, by being stronger then them. Well... not me, or the integration team personally, but our superweapons, and more. We have a advantage on them, we can never afford to lose... or else. Put yourself in our shoes. What other option fucking is there?"

One person asks "Talax, what is a M-level word? What is UUM in multi-common? Come on... thats just gatekeeping." Talax replied "M-level is any word with a M- prefix. M-Internet, M-Wormhole Generator, M-Council, M-Collage, etc. Its... a single word that is just put on the front of other things, but 'M-' all means one thing. Its a... prefix, or acronym to keep this word hidden from lower civilizations. The UUM's true meaning is the same! So... yeah. We will tell you at some point! Anyway, yes, we are gatekeeping! For your own good! We literally say what we are gatekeeping, and why! Think. Also... i will tell you that 'M-' you already have a word for in your science. Also, its not supernatural, its scientific, but its consequences are too many to list. I already read some guesses, and saw a few correct ones. Its not that hard to guess correctly, just confirming it... means a paradigm shift. Also its not fucking M-theory. That's just a quicedence. Besides, even you do not know what the M in M-theory stands for, and the theory is flawed, and wrong. Too be honest, even if i said the word now, it would take a bit for it to make sense why... its so paradigm shifting. So shifting it would change how you look at us, and your place in reality. As well as most of your fundamental physics, and theoretical physics directions."

So, the final swirl of these three documents left everyone's minds spinning. Together with Talax's clarifications. First, the fundamental power behind the UUM: ender energy, a weird bridging of physics and willpower. Second, a labyrinthine cosmic government that believed in eternal education and rational rule. Third, a series of legal frameworks that spelled out exactly how the UUM integrated alien civilizations—coercive if necessary, paternalistic by design, and always underpinned by the possibility of unstoppable intervention if one strayed too far. An unstoppable cosmic fox had once teased Earth that it was on track to join something bigger than it could comprehend, and these documents, read in sequence, made that larger truth unignorable. Whether that future was a promise or a threat, Earth had no clear way to decide. All it could do now was watch, adapt, and brace for the next cosmic revelation.

A story within The Everything canon, a foundation to it. This is a passion project, and I'm still developing my writing style, so feedback is welcome! If you create fan art, I'd be happy to include it (with credit). The current cover may replace if I get something better. I plan to release one chapter a day, until i catch up to my 109 page story google doc. Edit my chapters to make them better, and more. Refine it over time. Once i run out of backlog content, idk.
