I don't think that he's Niccolò Paganini who reincarnated and still has his previous life memories.
I think the reason why the title is saying "Paganini Reincarnate" is because it's hinting that he's as talented as Paganini, but not the same soul. The reason why I think of this is also because of how his relationships with other people is portrayed. It doesn't seem like how relationships of a reincarnated person would have.
The previous flashback with the little girl could also be hinting at his early music childhood education because of his mom who might also be a musician. The reason why he avoids music could be hinting that he's feeling guilty about an accident that happened to his mom, that he may or may not actually be the cause of.
