It does not break the Laws of Physics, it just breaks people's understanding of the Laws of Physics.

When consciousness/a person uses something (usually, phonons) to enhance it's energy output enough to reassemble, or rearrange the quantum state subtly and/or blatantly based on their intention. Altering something in the 'Earth' state is extremely difficult because the one performing the magic is fighting it's quantum weight and/or density.
