In the 19th century, Koreans lived the decline of the Joseon dynasty, thus, many poor farmers and fishers migrated north to what it was outer Manchuria's Qing empire. Later this became part of the Russian empire as accorded on the Convention of Peking ( more info here: https://en.wikipedia.org/wiki/Convention_of_Peking )
