Russia has not decided to whether join the Federation or the Empire but both nations are trying to convince Russia to join them.
President James Harris is trying to convince the Russian Federation to join the Atlantic and Pacific Federation by talking to him on the phone.
"Vladimir please join the Federation we need the land to gain an upper hand on the Empire". - James said to the Russian President.
"But what is in it for me though? You receive land for your federation and what does Russia get?". - Vladimir Petrov said
"Russia will have a lot of seats in Congress, military protection against the Empire. You think Russia will stand a chance against the Empire?". - James offered
"What do you mean James? Why would the Empire fight Russia? We are not a threat nor do we challenge them like how your Federation does". - Vladimir questioned
"That's why they are gonna attack you soon you aren't a threat you are weak compared to the Empire, they are gonna use your land and resources to build factories and weapons to defeat the Federation. Please Vladimir join the Federation for your people". - James explained and begged
"I will think about it my friend. Perhaps I need to see what the Federation can offer". - Vladimir asked
"Ok I am sending the 134th Infantry Regiment led by Colonel William Greene but it will be one week before they arrive because they have to prepare so I am sending Major Adam Knox he can manipulate fire" - James replied
"So you are sending one of your Class S Officers I hope he will help with our negotiations". - Vladimir said
"I hope so too (Phone call ends)" - James said before ending the call
James picked up his phone again and called the Chief of Staff of the Army.
"General Campbell, prepare the 134th for deployment to Russia and tell Major Knox to go there now as soon as possible". - James said urgently
"Yes Sir!" - Campbell replied
The 134th Infantry Regiment is based at Fort Steele in Washington DC. It has 5,000 Troops. It is also mechanized infantry it is equipped with Humvees, M2 Bradley Fighting Vehicles.

"Major Knox.....sir.....I have Colonel Greene on hold for you on line one". - A lieutenant said
"Thank you Lieutenant Mason". - Knox replied
"Colonel sir how can I help you?". - Major Knox asked
"Knox you are being deployed to Russia in 24 hrs get your affairs in order". - Greene said
"Sir?...... I don't understand why am I being deployed to Russia?". - Knox asked confusedly
"You are to negotiate with the Russian President to try to convince him to join the Federation. Don't worry you won't be alone for long the 134th will be right behind you we will show up in a week after you arrive". - Greene replied
"Why me? I'm just a major?". - Knox said confusedly
"President thinks because you are a S Class Human you might be able to impress him with your fire". - Greene answered
"But don't burn him like how you burned Major Micheal". - Greene said with chuckle
"IT WAS A ONE TIME THING! I WAS TRYING TO CONTROL MY FIRE BACK THEN". - Knox replied defensively
"Well just try not to burn him Greene out". - Greene replied and hung up the phone
"Well I guess it's time for me to pack up". - Knox said to himself.
