There is ranks of power. Depending on your rank. That is how powerful you are. If you are a rank 100, you are just a 100% normal person.

If you are rank 0 or rank special 0. You are only can be stopped by other rank 0's or maybe can't be stopped depends. Some will be put on the top dangerous rank 0 or top dangerous rank special 0.

Depending on who are. Rank 0's are already powerful once they are at the age of 6 knowing how to use them correctly also.
