There were rumors that it was a terrible accidents happen in the government lab. An experiments to tipped the balance of the world. It said that our country would prepare for a war. But it was all denied, they kept saying it was the terrorist attack. None of the people believed.
Regardless, if there was any truth, it was gone and disappeared. Like an old news.
Stray.
People called it. An existence that randomly appeared around Elm City. To turn a decade of civilization into a leap of evolution. That's what happening right now.
No records released or statement heard from the police or any other institution turning the public entered a state of panic. The first known case leaked online when a man was shown. His fire went spiraled and engulfed two blocks that burned everything to ash in a day, leaving nothing but a glimmer of video taken from the camera. The file and video spread like wildfire, anarchy and riot ran rampant as people demanded the government to do something.
"Sir!" A white gown figure shouted. "We need to tell the people about this. They have to know."
"I see," He answered calmly. It seemed like he was the highest authority. As she pleaded, he put his thumb below his chin and looked up.
"Do you know that the president aren't gonna help us about this? Well, apparently because it's only our city who happened to be the only one to have a stray." He showed a document filled with classified reports about stray. It was true. A trusted scientist who are responsible for the management of stray, stayed silent. She was close to shout back, that people needed to know and things needed to be done but it will impact the current government. So, she answered back slowly.
"Then, how about making a law? We can't do it discreetly anymore. Among us, there's bound to be traitor. Please, Mayor Anzel." She began to desperate because many cases found and society will relapsed if it's not treated right. He turned his chair and sighed loudly.
"Alright, Professor Alicia. I will inform the senate to push this matter forward. But remember, you will be entrusted to manage the whole thing."
And so, it began. The senate gave their full support to the the current Mayor, providing a law. It was stated anything regarded to Stray around the city will be managed by a team, whereas to dealt with cases of Stray. It forced the people who considered to be a Stray, signed a form. They will be registered and if an incident were to occured again, they will be severely punished.
Although, no major breakthrough as to why it's only appearing around the city and how can one be considered Stray. But the Mayor announced, that it will be dealt with by a team and the people only have to report to the police of any weird occurences.
"So long as any of you reported any sighting of weird occurences, we will investigate thoroughly. But know this, false report or anonymous ones are not acceptable and will be punished."
A statement which led to a story. The beginning of a chapter from the start of the first cases, into a new part of life from the implementation of law called Stray Protection Act. It will reformed the very existence called normal.
"This is the person who is responsible for the unit I formed, Chief Willhelm Arlington and Vice Chief Alicia. Not to worry, I will directly monitored any progress his team made." So he said. Major Anzel exited from the podium followed by the reporters who didn't have any chance to ask question. So that was it.
The news spread around. Theory speculated among the people that it was a propaganda to gather money. But is it really true? Or is there a hidden agenda? No one really knows but the group called The Outcast appeared, two years after the making of the law. Self proclaimed heroes. This is the beginning of their story.
