Which one, tablet (smartphone) or computer version?

I suggest you to use computer version one for better control and freedom. Personally, I use GIMP to create everything (illustration, comic, animation include the text). Like its competitor (Photoshop), it gives more flexibility than dedicated software (paint tool sai, etc), so you can do some experiments with style and effects.
