Ponyta minds the outdoors except when a couple of variables are put into the equation: horses, cloudy days with almost no exposure to the sun, above -10°C temperature, horses... The list goes on.
If all fails, bribe her with free food. That worked for the ice cream...

T'is the season!! Have you ever been to a sugar shack? I have multiple times when I was in elementary school. It's not like the food there is great; especially since there's meat in most of the plates there, but the maple taffy is usually quite worth it. That, and, of course and forever: access to horses!!
