Obviously what a top-hat would say. I think they mentioned something similar with other creatures like vampires and we can see who Fang actually is.
At least so far I have no reason to believe top-hats truly mean what they say when it comes to other inhabitants. It is like they just select those who might reveal a bit of truth to the whole mystery? Hm.
