You might have noticed a lot of people have pierced ears and other jewelry. Jewelry is not just aesthetic here, but one of those ambient magical additions. Clothes, too, are usually generally enchanted in some way, to reduce wear or maintain a temperature.
Cyril's stone at his neck is one of the Wrede heirlooms, one of those older artifacts that's accumulated a lot of power.
I like to think of it as rpg equipment.
