You might have noticed a lot of people have pierced ears and other jewelry. Jewelry is not just aesthetic here, but one of those ambient magical additions. For example, Sheridan's pearl earring is a perception spell, offering just another layer of protection via intuition for its user. Clothes, too, are usually generally enchanted in some way, to reduce wear or maintain a temperature.
Cyril's stone at his neck is one of the Wrede heirlooms, one of those older artifacts that's accumulated a lot of power.
I like to think of it as rpg equipment.
