There's a reason Picasso painted Les Demoiselles d'Avignon in a run-down shack called le Bateau-Lavoir, why street art started out wth graffitis in crime-ridden, neglected 1980s New-York: those places have nothing to lose, so people who live there can experiment.
If you live in a run-down house the landlord doesn't care to fix it, odds are he also won't care if you paint in three different colors in two weeks, he won't care if you stay up all night drinking and telling jokes with your friends, odds are the neighbors won't mind if your band plays too loud either.
