My headcanon is that merfolk are half-human half-cetacean (i.e.: 100% mammal, therefore viviparous).
The only series I make an exception for is "Anko-san of the Deep Sea Fish" by Inuinu, where merfolk races are explicitly half-fish with the natural traits of that species. Anglerfish mermaid protagonist is so cool! AND THERE'S A SUNFISH MERMAID!!
