I'm sure you guys got it, but what they're trying to say is that it's getting too dangerous to send messengers and scouts to search the land, since Morgoth's getting stronger and all that.
(Morgoth is the first Dark Lord of Middle-earth btw, and Sauron was his lieutenant/most trusted servant during that time.)
