Since there are a lot of dangerous animals that live on Oqubos and still actively prey on queksols, they have to have a special fleet called Ward that basically acts as a highly specialized form of animal control. They’re regarded with a lot of prestige and are well respected. Briggs is training in a college level fleet. Oron is in Patrol, which is basically the police.
