No and yes.

Luka has never bullied someone, he can be a bit blunt but I wouldn't call what he says bullying. He never does anything with the intention of hurting other people. However, there are plenty of humans scared of him for his mothman-ish appearance. Though he is like an off brand mothman he is not a bad omen or of evil nature or anything like that.
