Just wanted to reassure everyone! Sherlock may be 'letting Woodley and Carruthers go', but they aren't going to go unpunished. They just won't be in prison.
As for John, he just didn't want Sherlock stooping so low as to blackmail criminals. Doesn't mean he doesn't want Woodley and Carruthers punished. It'll be explained more fully later in the chapter when John shows back up again.
