A little lore trivia, the Conductor's can craft objects from their gloves, but only specific objects can last (special fences, ladders, tools, etc.). They can also summon trucks, statues, bowling balls, and other stuff, but only for a short while, usually to solve minor issues. The fence in this scene has Bulbs attached to it, which help power the fence, the same way all the buildings are powered by Bulbs.~
