3-layered VPN... If he used Tor instead, he would've had similar kind of connection but anonymized - temporary routes, exit node doesn't know his IP, each connection is encrypted, there could be multiple connections from that exit node, for VPNs providers have to keep logs and he would need to use some data to register for those...
(As he already uses 3 VPNs, I concluded that playing or at least watching things in-game is possible without much lag with such setting, hence it would be doable with Tor as well.)
