There are two types of magical girls. The first kind is the awakened magical girl. These are girls who inherited the powers. They were born to be magical girls and trained from a young age to fulfill this role. Inari belonged to this group. The second kind is the created magical girl. A magical girl can be created from an artifact or a contract with a magical creature. And any descendants of either type of magical girl are born with magic.
