In a way, Chikorita is right. You don't actually encounter Jigglypuffs until really, really late in the game, and you can't recruit any until you unlock the Marine Resort dungeon AFTER YOU'VE SAVED THE WORLD TWICE, which is rather far from Treasure Town.
Of course, since you can't actually pick a Jigglypuff as a starter in the game, I have no way of verifying if this is how the sentries would actually react in this situation. Still, though, it's a safe assumption that they'd go with the same programming as with any other starter you choose, regardless.
