Age: 38
Origin Region: Lugos
Rank: Legatus ultra vires ; Tribuni
Loa Abilities: light
Family: mother Aksana Strepheim, father Sahil Catarr (deceased). brother Salim Catarr (deceased). half-sister Ananke (Kanna) Strepheim.
Velinius has dark brown hair with red undertones. She is roughly 5’7, and of average height and build for Lugos. She is in proper, neat attire at all times. Even after losing her status as Legatus, she still kept her previous uniform. Her hair is usually braided into a crown or otherwise tightly bound.
Velinius is Aksana’s eldest child. Velinius began training with the Palamidia at a young age, and would travel to-and-from the Tower and Aksana’s villa. Hower, after her father died in battle and her younger brother died after a fall down the villa’s stairs, she pleaded to be taken under the care of Palamidia.
Velinius didn’t see her mother after that point. Aksana did not communicate with her, and she didn’t care to reach out, either. She quickly rose through the ranks of the Palamidia and became Second when she was 18, and she returned to her mother’s villa to give her the news.
It was at this time that she first saw Ananke. She was unable to get information about her supposed half-sister from her mother, who would say only that she was a “gift.”
After this, Velinius revealed Ananke’s existence to the Palamidia, who demanded that Aksana appear with the girl. When they arrived, the rest of the Palamidia’s Consel placed Ananke under their care. Aksana, also a Consel member, stayed at the Tower.
Velinius saw the opportunity that Ananke offered: a shadow loa had yet to survive as long as Ananke had, and she could prove a key to Velinius’s rise to power. She took over Ananke’s training, keeping her under her own control instead of Aksana’s.
When Velinius was 28, she issued the challenge for control and rose to power as Legatus after defeating her predecessor in combat. She later named Ananke, then 17, her Second.
When Ananke defeated her six years later to take the position, Velinius was forced back down to Tribuni. However, she still retained the respect of many of the soldiers in the Palamidia, and waited until the opportunity arose to seize power once again.
** Velinius is referred to as the "acting" Legatus by some, though the term the Consel uses is "ultra vires," meaning "beyond powers," or without authority.
