I completely forgot that I also use POLYCHROMOS colour pencils for touch ups and details in traditional tools. SORRY!

For a really cheap alternative to Photoshop, you could always use paint.net (it's free). But since it's free, it should probably only be used by beginners. But it does get the job done in my opinion.
