In the City of Riftford, it is the norm that most boys develop telekinetic abilities at puberty. Most girls do not, and the use of this power gives people a disproportionately high value as a citizen. To Gwendoline Noon, with ambition but failing job prospects, none of this seems fair. All seems to become clearer when she discovers how this is enforced, but why and who is doing this remains to be seen.
