Quasimodo hates bullies. Of course he does.
He is also taught to expect betrayal and mean things form people he likes. He has had very little interaction with Beast but he didn’t think him mean, rude, sure, but not mean.
As he isn’t an authority on the man he is quick to drop his grudge and accept Phoebus’s words of reassurance.
That and Gaston is basically confirming it right in front of them...
