I still say the proper testimony against Seren for what happened on Eden Prime is as follows. "We witnessed Seren gun down his fellow Turian Spectre before absconding with the beacon using a highly advanced ship which we can only assume was provided by The Geth as part of their alliance. What goals or purpose either party has is unknown but the deaths of innocents and their actions up to now are clear."
Now, did we see him kill the other spectre? I don't think we did. At the very least we don't mention PSYCHIC VISIONS! lol
