While not many people likely have claw hands, this seems to imply that there was no agreed anonymous way for Rohan to identify the person who he was to work with, and that instead, Jay knew everything he needed in the situation.
Unless Jay is a fake name, then Jay and the group he works with don't have very good OpSec.
