I wonder what the definition of human is in this setting. Wilbur seems to think whatever doesn't meet it is written off, but by real-world standards, Wilbur seems not-quite-human either, so that'd be a strange stance to take. I can only presume that Wilbur does, in fact, meet the definition of human in this story.
