Happy New Year! 富貴平安 (fu4 gui4 ping1 an1) is like… a phrase to wish people those things (wealth, honor, peace, and safety) in the new year. I think.
More info: so you can breakdown characters by ‘radical’ (部首). the radical for 福 is 礻, which means god. The one for 富 is 宀, which means roof. And the other part of the character is called something ??? but I think it means something like fortune. And so when you pair them together, the fortune given by god is being lucky. The roof symbolizes that man built the fortune, so it refers to money.
