Because Pashmak is a stray cat with his own moral code, he is very strict with his promises. In order to accomplish their goal (Nekbat and Chendesh), they made a plan to impose a fake contract, which would require him to allow them to do what they needed. As it turns out, their plan didn't work and Pashmak was smarter than he appeared.
