For those unfamiliar with Canadian customs, the RCMP are part of the federal government and do not typically operate in cities and they DEFINITELY do not operate in Quebec. The only reason an RCMP officer would work there is if a matter became a federal issue, hence why the French police are reluctant to have Reginald.
