Heralds are the messengers or more like the stand in for Dragon Houses. Dragons want to help the mortals against some sort of threat? They send their Herald. Each of the Dragon houses have a Herald. They are generally mortals that have usually been adopted into the dragon family and serve as a right hand to the dragon king/queen in question. Heralds also go through a process that binds them to the head dragon, this allows them to share a mental link and also allows the dragon to give a portion of their power to their choose Herald. And we're talking a large portion, normally when dragons bestow a blessing its minimal. However, their connections to their heralds usually grants them power much like their Dragon mentors.

Over 20,000 years ago the world was plunged into a state of chaos and war reigned throughout the land. The Four Horsemen that once brought life to the land, the last of the Niflim, the very messengers of the divine themselves had deceived the Gods, betrayed the Dragon Houses, and had stolen an artifact that would bring dire times to all. For within their grasp lay Elthinund, the Staff of Chaos. Within the core of the weapon laid the vestiges of power once wielded by a Deity whom the staff was named for. A god that had created and destroyed life for his own enjoyment eons past. In wielding this power the Four Horsemen became deity's themselves of War, Famine, Plage and Death.
The Horsemen's thirst for conquest had in time, given them an entire world that lay at their feet, yet war still lingered on the horizon in the form of a rebellion. And among those that stood against the Horsemen were not only mortal men, but Dragon Houses, their Heralds and a singular man that was granted power from the gods, the ability to control magic in its purest form with a capacity that could summon the deities themselves. It was only a matter of time when Evalas' first Sorcerer had won what history would call The Yararian War.
20,000 years later and the world has moved on from the Horsemen. Their great war now seems like a distant memory. Some would even call it a myth. In present day an Empire, ruled by mortals, has taken hold of the land. The Empires rule is absolute, and there are those that wish to end its reign. A Sorceress is once again amongst men, and dragons have been guarding Elthinund for eons, yet their own power is beginning to dwindle as the staff begins to take control. Tensions are high and war once again calls out to those that will listen.
