Lots of you picked up on this a while ago, but at last, some confirmation. The thieves' signature is intended to look like a mischievous little face, but it's also an abbreviation of their group's name. And they are: The Little Bastards.
(As a fun little aside, when I was about 15 or so, I had a story idea that never got off the ground which featured a band of young thieves called The Little Bastards. The name popped back into mind after all this time as a funny little callback. I wasn't sure I'd really stick with it, though, as I don't think anybody I know today would even get the reference. But I happened to be trying to come up with a symbol to represent them, and saw the little fangly face I could make with their initials, and was like "This is too perfect. I can't walk away from a face like this!" And that's how I ended up bringing back The Little Bastards after over 20 years.) XD
But how did nobody see it was letters in the first place? Eiji had it in his head that it was some kind of grinning face taunting him since the pizza receipt, so he just wasn't seeing it any other way. Sometimes we're just so sure we see things one way, that we don't even notice it's supposed to be another way. And with the exception of Verity, no one else is even really seeing it until right now.

Meanwhile, Chiaki saw those letters just the other day, because Nagisa wrote out her name for her. Without UsaMaMa-chan, she must've had more time to look at this piece of paper. She can't directly read it yet, but she's already recognizing letters! Our girl's off to a good start. ^_^
