Mr. Vincent is a character from the Adventures of Mike & EZ, a giant slug/octopus/something who runs the Time Hotel. Each room of the hotel is set in a different year, dating back centuries. Unfortunately, Mr. Vincent's favorite animal is the cockroach, and he's adamantly against getting rid of them. Here he is reading yet another health code citation issued against his hotel.
